Desmond Dougall is a founder and co-owner of GISCAD Limited in Trinidad and Tobago (T&T), currently in the role of Managing Director, providing Geographic Information System (GIS) and Geospatial solutions and services to Governments and Industry throughout the Caribbean. Operations include the largest B2B GPS Fleet Management service in T&T, Guyana, St. Lucia and Grenada. He has extensive experience in technical design and implementation as well as national policy and business development in the field of Geographic and Land Information Systems throughout the Caribbean. He played a crucial role in the development of a National Land and GIS policy for Trinidad and Tobago, as an advisor to the Minister of Planning and Development. His role as consultant to a regional IT conglomerate included responsibility for developing a regional services business based on GIS/GPS technologies while developing, implementing and managing various projects.
Mr. Dougall holds an MSc in GIS from the ITC/University of Wageningen (Netherlands), a Post-Graduate Diploma in Management Studies from the University of the West Indies (T&T) and a Bachelor in Environmental Sciences in Urban & Regional Planning from the University of Waterloo (Canada).
