Hartley has been involved in the financial services industry for over 30 years, beginning his career in the industry with GE Capital Fleet Services. For the past 20 years he has held the position of President, Foss National Leasing and LeasePlan Canada. His career has been related to the funding of transportation assets ranging from commercial fleets, heavy trucks, school buses and motor coaches as well as the floor planning of these assets, dealership construction financing and mortgages. Ancillary experiences related to the financial services area are related to the acquisition, development and management of operational programs related to the funded assets. The scale of operations that Mr. Hartley has been involved with range from a start up operation to a $1.0 billion asset operation. This includes full operational and bottom-line responsibility.
Hartley has led and brought to conclusion the acquisition of a licensing agreement for the LeasePlan brand in Canada. LeasePlan is the largest global fleet management company with assets of $25.0 billion Euros.
He was appointed to the board of the Canadian Finance and Leasing Association (CFLA) in 2005 and subsequently was appointed to Vice Chair and in September 2011 was appointed Chairman. He continues with his roll on the CFLA board to this day
